NFPA 85 vs CSD-1

What are the differences between the two? How do they relate? What states/provinces adhere to CSD-1 and NFPA 85? How is it enforced? What happens if it's not enforced?

NFPA 85 and CSD-1 are two different codes that relate to the operation and maintenance of boilers.

CSD-1, or the Controls and Safety Devices for Automatically Fired Boilers standard, is a set of requirements and guidelines in the ASME code for the installation, operation, and maintenance of automatically fired boilers. The standard covers a range of topics, including control systems, safety devices, and maintenance procedures. CSD-1 is a national standard in the United States and is widely adopted by states and provinces as a requirement for boiler installation and operation. CSD-1 is usually applied to units with inputs up to 12,500,000 btu/hr and National Fire Protection Association (NFPA) 85 is applied to units at or over that input.

NFPA 85, also known as the Boiler and Combustion Systems Hazards Code, is a set of requirements and guidelines for the safe operation of boilers and combustion systems. The code covers a range of topics, including fuel supply, combustion air supply, venting, ignition, and flame detection systems. NFPA 85 is generally used in the United States, although it has also been adopted in some other countries.

While NFPA 85 and CSD-1 have different areas of focus, they are both related to the safe operation of boilers and combustion systems. Many states and provinces in the United States and Canada adopt both codes as part of their boiler regulations.

As of 2021, the CSD-1 has been adopted by 27 states in the US, including Alabama, Arizona, Arkansas, Colorado, Connecticut, Delaware, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Maryland, Michigan, Minnesota, Mississippi, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Rhode Island, South Dakota, Tennessee, and Utah. It is important to check with the local authority having jurisdiction (AHJ) in each state to determine the specific requirements and regulations for CSD-1 compliance. The CSD-1 standard is not adopted by any provinces in Canada, as the Canadian Standards Association (CSA) has its own set of regulations for boiler and pressure vessel safety.

NFPA 85 is a standard rather than a regulation, and its requirements may be adopted by various jurisdictions at the state, provincial, or local levels. As such, there is no comprehensive list of states and provinces that use NFPA 85 in their regulations. However, some states that have adopted NFPA 85 include California, Ohio, Texas, and Virginia. It is important to note that even if a state or province has not explicitly adopted NFPA 85, its requirements may still be enforced through other regulations or codes.

Enforcement of NFPA 85 and CSD-1 typically falls under the jurisdiction of state or provincial regulatory agencies, which may inspect boilers and combustion systems to ensure compliance with the codes. Violations of the codes can result in fines, penalties, and even shutdowns of operations until the necessary corrections are made.

Failure to enforce NFPA 85 and follow CSD-1 recommendations can result in unsafe boiler operations and potential risks to workers and facilities. It can also lead to legal liability for regulatory agencies and facility owners in the event of accidents or property damage. As such, enforcement of these codes is important for ensuring the safe and reliable operation of boilers and combustion systems.
